There is no way to tell which weather is best for a winter vacation. Some may be looking for an escape from the biting winds and all encompassing snow while others may be excitedly anticipating the arrival of winter so they can start cozying up and can engage in winter-related activities. What may be paradise for one may be hell for another. This is why it's extremely hard to rate the appeal of a city based on its weather. However, there are some that just don't make the cut when it comes to winter getaways.
Detroit
The high crime rates of Detroit are enough to steer tourists clear of the area. Unfortunately criminals don't hibernate in winter and are still very much there during these months. The once popular center of the auto industry sees regular snowstorms that are sure to put a damper in your visit. The gloomy cloudy days make the always overcast city perpetually grey with very little sun.

If you're looking for a cold winter, then Portland is not the place for you. With warmer winters than other cities in the USA, Portland doesn't deliver when it comes to winter yet doesn't even provide the sun and warmth that may salvage its reputation. In fact, Chicago even has some history when it comes to snowstorms having seen the greatest blizzard lasting 22 days in January 1918 resulting in 42.5 inches of snow. With some of the coldest temperatures, heaviest snowfalls, and very little to do, Chicago is a place to avoid this winter.
